Competition of Planning and Implementation of Keski-Pasila Central Block in Progress

The Italian architect Cino Zucchi has envisioned a group of slender towers in the southern part of the competition area.

The City of Helsinki and Senate Properties are arranging a competition for the planning and implementation of the central block of Keski-Pasila. The decision was made by the City Council at 2011-1-31.

 

The purpose of the competition is to find the most functional and economically sufficient solutions of creating an attractive cityscape for the central block of Keski-Pasila, and also to seek an implementator for those solutions.

The competition is arranged in accordance with the Public Purchasing Act by implementing a competitive dialogue procedure. The goal is to choose the implementator of the central block through the end of May 2013. The city and Senate Properties will make an agreement with the team that has made the best plan and most wholly economic offer of implementing the central block.

Moreover, the purchasing units, which are the city and Senate Properties, will vend to the winner of the competition the lots and other building grounds necessary for implementing the central block. The final vending price will be determined on the grounds of the competition.

The zoning of the area will not start until the competition has been resolved. The preparation will be made in cooperation with the winner of the competition and the starting point will be an outline of the plan in accordance with the winning proposal. The building of the central block may start when the zoning is final, that is approximately in 2015. The project as a whole would be completed at the earliest in 2023.

The investments of the implementator in the area are estimated to be 400-500 million euros. Due to the extensive and technically challenging works underground, the investments are emphasized on the initial phase of the project and the construction period will be exceptionally long.

The investments of the city in the implementation of the central block are totally about 50 million euros. Additionally, the investments of different city corporations in the area will total about 30 million euros and the investments of HSY Water approximately 6 million euros.
