International competition has started: PasilaOne—Your vision, your investment

City of Helsinki and Senate Properties launched a planning and plan implementation competition for Keski-Pasila Centre block.

The competition is organised in order to create an urban centre in the vacated railway yard situ-ated in Central Pasila, just 5 minutes from the Helsinki city centre.

The area comprises approximately 100,000–140,000 floor square metres of permitted building volume. The competition is carried out as public procurement. After the final decision has been made, the winning participant will build public premises that will be owned and used by the City and the State. The project includes commercial premises and services, offices, housing and public transport facilities.

The competition is open to investor and designer consortiums that are able to create a func-tional entity, innovative solutions, ease of mobility, and stylish architecture in the area.

The state-owned Senate Properties and the City of Helsinki, as landowners, will participate closely in the development of Central Pasila.

Preliminary competition schedule
• The procurement units published a procurement notification in February 2011.
• A competition introduction event will be arranged for 14th April 2011. The candidates who have ordered the competition material will be invited there.
• The request to participate with its attachments must be submitted by 31st August 2011.
• The aim is to carry out the evaluation of the plan proposals and the selection of the invitees to negotiations by 30th November 2011.
• Every attempt will be made to deliver the negotiation invitations by December 2011 and have the competition concluded by the end of May 2013.
• The aim is to have a legally valid town plan for the area in 2015 so that the construction work of the urban centre can start in 2015.
